Parking operations are a part of a service economy. The business relies on front-line employees and line managers for service delivery and recovery. As such, hiring, training, and developing employees is a key skillset of a parking professional.
This class will:
- Examine how parking professionals manage the human resources function within a typical parking operation.
- Demonstrate recruiting and interviewing steps for all positions, with a specific focus on front-line associates.
- Examine how to onboard new employees through a new hire orientation process.
- Demonstrate how to develop employees through training, coaching, and performance management.
- It will also consider termination and separation procedures.
The session will also give attendees a chance to test their knowledge by answering some CPP practice exam questions.
This class is based on the content in the following chapter of the CPP Study Guide: Chapter 3, Human Resource Management

Rafael Abanilla, CAPP, CPP, is Assistant Vice President, Innovation & Technology at Parking Concepts Inc., in their Los Angeles market.
He is a seasoned parking executive with over 20 years’ experience in PARCS, industry technologies, enhanced reporting, customer satisfaction/relations, team development, planning, and vendor relations.
Rafael is a class of 2020 NPA’s 40 Under 40 awardee. He holds both NPA’s Certified Parking Professional (CPP) designation and the IPMI CAPP designation. He also serves on NPA’s Certification Advisory Board.
Rafael is a member of the National Federation of Filipino American Associations (NaFFAA), volunteers with The SurfRider Foundation, and is a Licensed California Realtor®.
He lives in Los Angeles with his wife and two sons.
